REFILL AND CYLINDER TESTING EFFECTIVE FROM 1 APRIL 2012

Regulations shall be called the Pressure Equipment Regulations. 2009, came into effect on 1 October 2009: Provided that approved inspection authority for in-service inspections came into effect on 1 April 2011 on condition that the inspection shall be carried out by an authorized person. Hazards associated with compressed gas cylinders:
All compressed gases are hazardous because of the high pressures inside the cylinders. Gas can be released deliberately by opening the cylinder valve, or accidentally from a broken or leaking valve or from a safety device. Even at a relatively low pressure, gas can flow rapidly from an open or leaking cylinder. Relevant Specifications are Occupational Health and Safety ACT No. 85 SABS 1825 and SABS 019 ISO/IEC 17020 All industrial and medical cylinders are legally required to be high pressure tested to the specification as in SABS 019, Table 9.

If a system has been discharged inspection at 5 years
All high pressure vessels have to be tested according to SABS 1825 and all inspections have to be performed by trained professionals. An accredited test facility, which is in compliance with the SABS 1825 and ISO/IEC 17020, can apply for accreditation by SANAS and will be issued with a SANAS ACCREDITATION NUMBER, which must be prominently displayed on the CYLINDER TEST CERTIFICATE. CYLINDERS may not be tested or certificates of compliance issued by facilities not accredited with SANAS. It is important to remember, this is from "DATE OF MANUFACTURE", not as is sometimes believed "DATE OF PURCHASE" or "FIRST USE". So for example if a cylinder is manufactured May 2007 (05/07) but is only sold in April 2008, the date of first Visual is still MAY 2007 - one month after purchase.

RE-FILLING POLICY


On receipt of Customer Supplied Cylinders at Fire and Security Techniques' Factory for re-filling, a formal quotation will be forwarded to the Client. Prior to commencing with any work / re-filling FST will require an Official Purchase Order. Re-filling does receive priority from our Workshop and the task will be complete as soon as possible. Re-filled Cylinders are to be collected promptly after notification is received that the tasks is complete and the Cylinders are ready to be collected. Should the Cylinders not be collected within the Invoicing Month, a "Storage Fee" will be charged at a minimum of 10% of total invoice amount per month. However, if the Cylinders are not collected within 3 months after re-filling, the Cylinders will be scrapped. Fire and Security Techniques furthermore accepts no liability for the loss of such Cylinders due to the Clients failure to collect the Cylinders it in time.
NOTE: By filling in the REFILL REQUEST FORM THE CLIENT ACKNOWLEDGES THE ABOVE CONDITIONS.
